Applicants to all professional positions at Mingo Central Comprehensive High School and Tug Valley High School will be expected to apply technology in order to enhance productivity and  to maximize student learning.  In addition, applicants may be required to become credentialed to teach Advanced Placement Courses.   The teaching of honors/dual credit classes may also be required.

PROFESSIONAL ACCOUNTANT

 

POSITION TITLE:    Professional Accountant

 

REPORTS TO:  Treasurer

 

JOB GOAL:            To contribute to the fiscal integrity of the Mingo County Board of Education by fulfilling                                     responsibilities and performing duties in an accurate and timely manner, while supporting the overall mission of         the system by dealing with the public and other employees in a positive courteous, and professional manner.

 

QUALIFICATIONS:

1.            Bachelor’s or Master’s Degree with a minimum of 24 hours in accounting. Certified Public Accountant             preferred.

2.            Knowledge of generally accepted accounting principles for governmental entities and requirements of the             Governmental Accounting Standards Board (GASB).

3.         Possess working knowledge of the West Virginia Department of Education’s Office of School Finance             regulations.

4.            Demonstrate knowledge and skill to utilize the West Virginia Education Information Financial Management,             Employee Management and Employee Attendance Systems. 

5.         Must possess communication skills necessary for meaningful dialogue with other staff to promote the             efficiency and effectiveness of the Business Office.

6.            Demonstrate proficiency in using various other computer programs including, but not limited to, Microsoft             Word, Microsoft Excel, and email systems.

7.            Demonstrate the ability to understand the function of a financial balance sheet and income statement.

8.            Demonstrate accounting skills necessary to calculate and produce employees’ payroll from gross to net.

9.            Demonstrate accounting skills necessary to calculate the amount due to vendors from itemized invoices

10.            Demonstrate knowledge of a double entry accounting system.

11.            Demonstrate knowledge of fixed asset management and depreciation calculation.

12.            Demonstrate knowledge and ability in all aspects of purchasing including, but not limited to, the solicitation of         bids and preparation of proposals.

13.            Experience in auditing with knowledge and ability required to audit individual schools.

14.            Demonstrate the ability to understand the relationship between various financial transactions and the county             budget.

15.       Ability to perform multiple office operations in a highly organized, accurate, systematic, productive, and             professional manner while meeting multiple deadlines.

16.            Demonstrate the ability and desire to work independently and complete assigned duties in a timely and             accurate manner.

 

DUTIES/RESPONSIBILITIES:

1.            Provides proper care, protection, maintenance and use of supplies, equipment, and property

DUTIES/RESPONSIBILITIES (Continued):

8.         Utilizes various computerized and manual systems to accomplish tasks

9.         Assists in establishment, monitoring and analysis of budgets.

10.            Reviews financial transactions and applies accounting theory and principals to ensure compliance with             GAAP/GASB and applicable laws, rules, policies and procedures

11.            Prepares cash forecasts, revenue estimates and expenditure projections for planning and budgetary             purposes and to support budgetary and program staff

12.            Manages fixed assets system and calculates annual depreciation

13.       Assists the Treasurer in all aspects of purchasing including, but not limited to, preparation of bids and             requests for proposals

14.       Audits individual schools and prepares written annual reports

15.            Continually works to maintain and upgrade skills

16.            Perform such other tasks and responsibilities as required by the Treasurer or Superintendent

 

EMPLOYMENT TERM:  261 days

Performance of this position will be evaluated in accordance with Board Policy
